The officer on scene noted airbag deployment and significant damage to the vehicle as it sat facing the wrong way on the jug handle across the street from Wal-Mart, the probable cause affidavit says.
Kowalski told police he was following his GPS when the accident occurred but was unable to give any clear reason for the accident or why the vehicle was facing the wrong way on the road. The officer on scene, while questioning the suspect, noticed the smell of alcohol on Kowalski’s breathe and impaired speech during the exchange, court documents say.
At the time, Kowalski did not have a valid Pennsylvania driverโs license on him but one from Illinois was located.

Kowalski and the children were transported to St Mary Medical Center for further evaluation. While at the medical center, the defendant submitted to further chemical testing. Police again asked the man what happened and he told police the last thing he remembered was looking down at his navigation system, police records say.
According to online court documents, Kowalski was arraigned in front of District Court Judge Robert L. Wagner Jr. on charges of driving under the influence, two reckless endangerment counts and other associated offenses. Bail was set at 10 percent of $15,000. Unable to post bond, Kowalski was sent to Bucks County Jail.
