A home improvement contractor is behind bars after allegedly bilking Lower Bucks County homeowners out of nearly $180,000, according to police.

Shawn Hagan, 46, of Philadelphia, was arrested after a joint investigation by the Bensalem Township and Middletown Township police departments. He faces multiple charges, including home improvement fraud, theft by deception, deceptive business practices, and receiving stolen property.

Hagan operated under the business name Hagan Home Concepts and worked with residents across multiple towns, police said.
On May 18, a Bensalem Township resident reported paying Hagan $46,725 toward an estimated $72,000 home addition, police said.

Hagan reportedly started foundation work before abruptly stopping all communication and leaving the job unfinished, police said.
Middletown Township police received a complaint on May 28 from a homeowner who hired Hagan for a major renovation projected at $172,700, police said.

After receiving $107,566 upfront before work began, Hagan completed only minor demolition and framing over a five-month span, police said.
Middletown Township building officials ultimately issued a stop-work order due to work deficiencies and failure to comply with approved plans, police said.
On June 16, 2025, Bensalem Township investigators met with a third resident who said they paid Hagan $24,000 toward a $58,000 addition.

Police said construction never commenced on the property, and the deposit was not returned.
Hagan was arraigned Wednesday before District Judge Joseph Falcone. Bail was set at 10 percent of $750,000, and Hagan was remanded to the Bucks County Correctional Facility.
