A proposal to construct a small apartment building in Bristol Township hit a roadblock this week as the Zoning Hearing Board voted against granting a necessary variance.

Developer Jason Kerper’s plan to build a four-unit apartment complex at 1310 Edgely Road was turned down due to concerns over potential parking issues and that an additional variance request would be needed.
Kerper, representing 1310 Edgely Road LLC, approached the board with hopes of developing the property, which is currently zoned R-2 Residential, into a site for residential apartments.
The plan included demolishing an existing two-bay garage to make way for the building. The building would house four two-bedroom apartments that were approximately 1,200 square feet each.

The design aimed to maintain a residential aesthetic to blend with the neighborhood, Kerper said.
The property, owned by Kerper since 2019, was previously utilized for parking construction equipment, but that construction company has since relocated.

A house that once stood on the site was demolished in the 1970s, but its sewer line remains intact, Kerper said.
Concerns were raised by a neighbor over the potential exacerbation of existing stormwater issues within the neighborhood. However, Kerper assured the board that his development would include improvements to stormwater management on the site.
The Zoning Hearing Board voted 3-1 to deny the variance request over apprehensions that an additional variance for parking would become necessary.

Kerper acknowledged at the meeting that parking plans for the development had yet to be finalized and stated he may need to reevaluate his plans for the property.
