
Pennsylvania State Police have arrested a New Jersey man after they allege he drove high on PCP down I-95.
Jermel Vaughan, 38, of Willingboro, New Jersey, was charged with aggravated assault, fleeing or attempting to elude an officer, possession of a controlled substance, DUI, simple assault, recklessly endangering another person, resisting arrest, criminal mischief, harassment, and other traffic related summary offenses.

According to state troopers, they were traveling northbound on I-95 in Lower Makefield last Saturday when they observed a Ford truck traveling at a slow speed in the right lane. Officers observed the truck cross over the fog line and center line multiple times, while traveling approximately 25 mph on the major roadway. A probable cause affidavit noted that the vehicle appeared to have trouble shifting gears before coming to a full stop while still in the right lane.
At this time, police activated their emergency lights and siren and initiated a traffic stop, with the driver continually driving slowly down the roadway before coming to a stop. When a trooper exited his vehicle to make contact with the driver, the driver again attempted to travel on I-95 before the officers had to forcibly remove him from the vehicle.
Court documents show that upon exiting the vehicle, the driver refused to abide by the trooper’s commands and began to fight with the officers in the travel lanes while traffic passed. One trooper was struck by Vaughan near the left eye causing his glasses to break. Police deployed their taser multiple times on Vaughan but they yielded minimal results. It took until additional officers arrived on the scene before the driver was successfully put into handcuffs.

Vaughan, who officers noted appeared extremely intoxicated, was transported to St. Mary Medical Center in Middletown where he told officers that he uses PCP as well as “Oxy” before he consented to a chemical blood test, according to court papers.
Inside Vaughan’s vehicle, a wet cigarette was found inside of a plastic bag next to the driver’s seat, troopers said.

Vaughan was arraigned and remanded to the Bucks County Correctional Facility on 10 percent of $50,000 bail.
