It has been one year exactly since William Hogan lost his life in a crash on Frosty Hollow Road, and with that police have filed charges against the man they say is responsible.
Samuel Dick, 22, of Levittown, was formally arraigned Tuesday on charges of homicide by vehicle, driving under the influence, involuntary manslaughter, careless driving, reckless driving, and driving at an unsafe speed. He was released on $100,000 unsecured bail.

According to investigators, Dick was driving a red Acura Integra late at night on June 27, 2016 at a high rate of speed when he struck a gray Cadillac Eldorado being driven by Hogan at the intersection of Frosty Hollow Road and Upper Orchard Drive.
Dick, who was found unconscious by officers in his vehicle at the time of the crash, had to be extricated and transported to St. Mary Medical Center. Hogan, however, had already succumbed to his injuries and was pronounced dead at the scene.

Police determined that Dick had been driving 59 to 65 mph on the 30 mph roadway when he struck Hogan’s vehicle, which was in the process of making a left turn from Upper Orchard Drive onto Frosty Hollow Road. The roadway was wet at the time of the crash and both vehicles slid until Hogan’s vehicle struck a utility pole, according to court documents.
Dick had not regained consciousness to submit to a blood test once at St. Mary Medical Center, so officers used blood that had been gathered for medical purposes to test Dick’s blood alcohol level. According to court documents, Dick’s BAC was 0.124. The legal blood alcohol content level is 0.08 in the state of Pennsylvania. The results also indicated a positive result for marijuana.

Mechanical inspections of both vehicles in August indicated that neither vehicle had any pre-existing mechanical flaws or defects; although the Integra had been modified for increased performance.
Between the crash and now, Dick had been charged with resisting arrest, disorderly conduct, public drunkenness, and harassment in April 2017 incident. His preliminary hearing for that case is scheduled for July 20.
