Troopers said Quinones was driving his 1998 Honda CIV at a high rate of speed along southbound I-95 when he tried to pass a tractor-trailer on the right shoulder. He ended up losing control of his car and struck a large sign post before going into a ditch and overturning several times.
Quinones died due to a head injury and was not wearing a seat belt at the time of the crash, state police said.
The Langhorne-Middletown, Parkland, Penndel and William Penn fire companies responded to the scene along with the Penndel-Middletown Emergency Squad.
