Man Claims Stress Caused Him To Expose Himself To Minor

District Judge Jan Vislosky has released a local man on $50,000 unsecured bail after he allegedly exposed himself to a minor twice in his own neighborhood.

Police sayย that on November 19, a forensic interview was conducted with a 16-year-old girlย who disclosed that 59-year-old Robert Powell of Falls Township’s Morrisville sectionย had exposed himself to her during the summer of 2015 onย two separate occasions.

Court documents state that the female knocked on the front door of Powell’s residence offering to walk his dog. When Powell obliged, he reportedly left to get the dog’s leash and re-approached the storm door naked with the leash hanging below his waist before offering the other end of the leash to the minor who reported feeling “alarmed and afraid” and then leaving Powell’s property.

About a week later, according to an affidavit of probable cause, the minor was walking her own dog in a grassy area nearby Powell’s residence when she heard a knocking sound coming from the man’s home. Powell was then seen by the minor standing in front of his unobstructed windows naked. Even after the minor walked away from the area Powell could be heard knocking on the glass of the windows.

Police wrote in court papers that interviews were conducted with Powell where he admitted that he has had an issue in the past of exposing himself when he is under stress, remarking to police he does not think he will do it again. The man also acknowledged to knowing the girl and knowing she was under the age of 18.

Powell was charged with one felony count of corruption of minors and two misdemeanor counts each of indecent exposure, disorderly conduct and open lewdness.

He awaits a preliminary hearing set for March 30.
