Elementary School Teacher Jailed After Allegedly Threatening Neighbor

Middletown police have charged a second-grade teacher at Bristol Township’s Clara Barton Elementary School with felony witnesses intimidation and other offenses.

Andrew Troutman, 36, was arrested Sunday afternoon and charged with intimidating a witness, retaliation against a witness or victim, disorderly conduct and harassment after another incident with police in Middletown Township on Sunday. He awaits a preliminary hearing set for October 29.

According to Bristol Township School District officials, Troutman has been on leave from the district since September 16.

An affidavit of probable cause notes that on Sunday, October 25, shortly before 2 p.m., Middletown police were dispatched to the Snowball Gate section of Levittown for reports of a disorderly neighbor. The neighbor told police that Troutman was yelling at her and even threatened her.

Troutman had already been scheduled for a December trial onย charges of terroristic threats against the woman and her brother which happened in July. Troutman is accused of spitting on a male neighbor while telling the female neighbor he was “going to kill her.” While charges were held and Troutman was released on $100,000 unsecured bail, he was instructed to have no further contact with his victim, court documents say.

The neighbor, once allegedly threatened by Troutman in July, told police she was walking her dog Sunday when she found Troutman outside Sunday. Court documents allege that Troutman yelled at theย neighbor and said “you f**king bitch, you’re gonna get it.” As Troutman walked to the edge of the neighbor’s property line he reportedly said “you c**t, what goes around comes around.”

The affidavit notes that Troutman continued to yell until the neighbor picked up her dog and ran inside.ย Troutman later turned himself into police headquarters after speaking with his attorney.

We have been constantly harassed for 4 years by these neighbors,” Troutman wrote in a message to LevittownNow.com following his first arrest.

Police are often called to Troutman’s street to deal with neighbor disputes, according to one official.

The house Troutman lives in on Sliverbell Lane is pending sale and his family is expected to move out.

“The pending litigation involving Andrew Troutman does not involve actions occurring within our school district or in connection with his role within our school district, therefore, we will not comment on them. It should be noted that Mr. Troutman has been on leave from our school district since September 16,” a statement released Monday afternoon by the school district said.

Bristol Township School District Interim Superintendent Dr. Melanie Gehrens said last month that the matter would be reviewed with the district’s human resources department.
