
Middletown Township police have taken a Levittownย man into custody after an alleged incident at his grandfather’s home led to identity theft and drug charges.
According to officers, shortly before 10 a.m. on Monday, they responded to a home in Quincy Hollow for reports that 21-year-old Richard Joseph Costigan IV, a wanted man, was inside the home’s kitchenย intoxicated. Identifying that Costigan had a warrant, officers entered the home’s kitchen and successfully detained him, according to a probable cause affidavit.

A search of Costigan revealed he was in the possession of numerous glassine baggies and clear plastic baggies, items commonly used to transport and package heroin, according to Officer Andrew Herman’s statement.
Following the search, the homeowner allowed officers to conduct a K-9 search of Costigan’s bedroom. While searching the bedroom, officers reportedly discovered additional glassine baggies, syringes, and plastic wrappers. A wallet was also found inside the bedroom, and inside the wallet police located a piece of paper with two separate credit card numbers on it, along with the cards security information and a social security number.
A search of the information revealed it was the credit card and social security number of Costigan’s grandfather. The grandfather confirmed to police that the information had been taken without his permission.

Costigan was charged by Middletown police with identity theft, possessing access to a device, use or possession of drug paraphernalia, and possession of a controlled substance. ย He was arraigned and sent to prison on 10 percent of $70,000 bail.
Costigan awaits a preliminary hearing scheduled with Judge John Kelly Jr. for September 24.
