A Levittown man could spend the rest of his life in federal prison.
Thomas Rafferty, 67 of Bristol Township’s Levittown section, pleaded guilty to one charge of coercing a minor to engaging in sexually explicit conduct in order to photograph the minor engaged in sex acts.

Raffertywill serve a minimum of 10 and no more than 20 years in a federal correctional institution, according to the guilty plea agreement.
The case broke when Homeland Security Agents swarmed the Bristol Township house where Rafferty lived last August. At the time, witnesses reported seeing federal authorities carrying out computers from the home on Grasspond Road.
According to court papers, Rafferty photographed three children under the age 18 engaged from 2000 to 2006 in various sexual poses which he would alter to create depictions of one minor on a “torture table.”

Authorities say Rafferty exposed his penis to one of the victims, posed two of the minors on the bathroom floor with their hands tied over their heads, as in sadomasochistic pornographic depictions and posed each of the victims the same way bound by the wrists and “tied to the attic rafters” of his then home in Philadelphia. Additionally, the pervert had “thousands of images of child erotica, animated child pornography and child pornography,” federal documents say. Raffery also often posed children in described to look like a “crypt” with knives in the victims chests with blood surrounding the make believe wounds.
“I did it with a 9 year old once and she liked it,” Rafferty told one of the three victims while lying on top of the victim, court papers say.

Additionally, the plea agreement has 20 stipulations regarding the application of sentencing guidelines. The stipulations spell out fines, additional supervision of Rafferty for three years when on parole as well as forfeiting ownership of a camera, hard drive and additional electronic related items to federal authorities.
Rafferty also must register with the federal sexual offenders program, court documents say.
