Apartment Complex Owners Cited 16 Times for Failure to Provide Heat

The company that owns the Harbour Lights Apartments was cited 16 separate times Thursday by the Bristol Borough Code Inspector for not providing heat to residents .

Radcliffe Associates LLC,  according to court documents, was given non-traffic citations for “failure to provide adequate heat supply” and can be assessed fines of up to $1,000 for each citation.

LevittownNow.com broke the story earlier this week that residents in two buildings – C and D – have had no heat or hot water for two weeks, they alleged.

Radcliffe Associates LLC  has refused comment after several attempts by LevittownNow.com to contact the  New Jersey based company with only a P.O. Box listed as an address.

Last  Monday night, American Hose, Hook and Ladder Company was dispatched to the complex for a report of  fumes in C building, Bristol Borough Fire Chief Herb Slack said. Slack said in an e-mail exchange, “…the occupant was boiling water and the water boiled over putting out the pilot light on the gas stove.  The problem with the stove was turned over to maintenance.  John Miller, Code Enforcement, and Merle Winslow, EMA, were notified. If the fire department responds to an apartment building where there are heating or hot water issues, the code enforcement officer is advised.”

At  last check on Friday,  the issue has yet to be resolved. As one resident put it earlier this week, “this used to be a nice place to live, not so much anymore.”

In September the LLC, was fined at the same complex, for structure unfit for human occupancy in eight separate cases filed in Bristol Borough District Court.

Additionally, there was a summons filed on December 20 against Radcliffe Associates LLC, for the same heating issue, only days before firefighters were summoned to the complex for the report of fumes call.

According to residents, the Radcliffe Associates  disseminated a letter  to residents offering to place them in local hotels or the management company would buy heaters for them. Tenants with no heat, alleged Tuesday, they were told to lay out the funds for hotel stays and would be reimbursed or the funds deducted from their monthly rent.

“You think we’re going to believe that?” said the residents.

Attempts to reach Bristol Borough Code Enforcement Officer  John Miller for comment have been unsuccessful.
