SPCA Police: Deceased Animals Found After Tenant Allegedly Abandoned Pets

Bucks County SPCA Police have issued an arrest warrant for a former Bucks County woman after she allegedly abandoned several pets in a cold home without food or water last year.

Regina Hughes, 44, is being charged with aggravated cruelty to animals and multiple counts of animal cruelty and neglect, according to court records.

The investigation began on Dec. 24, 2025, when Bristol Township police requested assistance from the Bucks County SPCA at a residence in the 500 block of Princess Avenue in the township’s Croydon section.

The landlord, who had been unable to contact Hughes for two weeks, told police he feared the tenant may have died inside the home.

Once they entered the residence, officers did not find Hughes, but they discovered several animals living in poor conditions, authorities said.

According to police, SPCA officers found living two Chihuahuas and two cats.

A deceased cat was found under a dining room table and a deceased elderly Chihuahua was discovered inside a freezer, police said.

An examination determined the dog in the freezer had died of natural causes, police said.

The surviving dogs were found gated in the kitchen and appeared severely underweight, dehydrated, and cold to the touch. Investigators noted that one cat was visibly thin, while the other showed signs of dehydration.

Police said no food or water sources were available to the animals.

The homeโ€™s oil tank was empty, and the heat had reportedly been off for “some time,” leaving the indoor temperature at 48 degrees, authorities said.

The SPCA reported making unsuccessful attempts to reach Hughes.
