

A Philadelphia man has been arrested after allegedly sending sexually explicit messages and images to an 11-year-old Bristol Borough girl.

Binyamine Razzaq, 31, was arrested earlier this month and charged with criminal solicitation of photo/film/depiction of sex act involving a child, criminal use of a communication facility and two related offenses. He was sent to Bucks County Correctional Facility on $300,000 bail after a preliminary arraignment before Senior District Judge Daniel Finello.
The investigation began in January when a Bristol Borough mother reported that someone identifying himself as “Benjamin,” who claimed he was a 17-year-old boy, had been in inappropriate contact with her daughter via text messages, according to police.
The person allegedly requested pictures of the girl, sent two videos of a man masturbating, asked inappropriate questions of a sexual nature, and attempted to arrange a meeting, police said.

The mother discovered the texts and intervened before contacting police.
Bristol Borough police and Bucks County Detectives forensically downloaded the girl’s phone to get call and text logs.

According to court papers, the records showed a number texting the girl, stating the sender was a Philadelphia high school student who was aware of the girl’s young age.
Police said selfies purportedly from “Benjamin” and questions about the girl’s address were found in the initial messages.
After the girl’s mother took possession of the phone, she began receiving texts to her daughter’s cell phone from a second unknown number that also purported to be from “Benjamin,” police said.

In the texts, he allegedly said he was scared when the mother responded and then sent sexually explicit texts, adding that he wanted to marry the girl when she turned 18. He also allegedly sent two videos of a man masturbating, asked if the girl knew his location in Philadelphia, and shared an image of a bag containing “green vegetable matter” that identified as “weed,” police said.
Investigators said the texter asked the girl if she could “sneak out.”

Officers and detectives traced both numbers to Razzaq in Philadelphia.
Police said they discovered that one of the numbers had called Bucks County 9-1-1 several times between April and September 2024, and the caller identified himself as “Benjamin” in some cases.

The calls included requests for help finding a gas station in Newtown Township, reporting a man flashing a firearm in Northampton Township, calling about a speeding vehicle in Lower Southampton Township, and reporting a coyote in the roadway.
He also called 9-1-1 in Bucks County to report someone touched his back while in his apartment in Philadelphia. The call was transferred to city police, court records stated.

Police said Razzaq appeared to be the man in the selfies sent to the girl.
As detectives investigated, they found Razzaq had active arrest warrants as of May from Northampton County for assault on a police officer, from the Philadelphia Police Department for simple assault, and for failure to appear for a DUI case in Carbon County.
Slate Belt Regional Police Department in Northampton County confirmed Razzaq’s identity linked him to one of the numbers, and local authorities confirmed his appearance with the man wanted by Philadelphia police, police said.
