School District Employee Arrested At Mall For Indecent Assault

A Philadelphia School District employee and retail worker was arrested last Saturday after allegedly exposing himself to a teenage boy in a department store bathroom at the Oxford Valley Mall, according to police.

Middletown Township police responded to the JCPenney at approximately 5:10 p.m. for a reported sexual harassment complaint, according to court papers.

At the scene, officers spoke with the 15-year-old teen, who stated he entered a private stall in the men’s restroom and was about to close the door when a man rushed in behind him and exposed his genitals, police said.

The man was identified as Warren R. Schaeffer, 40, of Philadelphia.

Schaeffer told police he mistook the teen for someone he had arranged to meet for sexual relations in the bathroom after communicating on an anonymous dating app, which is described as a “map-based cruising app for the curious.”

Schaeffer admitted to exposing himself to the boy, stating he believed the teen was his intended contact, police said.

NBC 10 reported that Schaeffer is employed as a special education aide for the Philadelphia School District and also works at JCPenney.

Schaeffer was charged with indecent assault with forcible compulsion, open lewdness, disorderly conduct, and harassment. He was preliminarily arraigned before on-call District Judge Mick Petrucci and is being held on 10 percent of $100,000 bail.
