Democratic Governor Josh Shapiro signed Act 103 of 2024 into law last week after bipartisan support carried it through both the state House and Senate.

The legislation was introduced by Republican state representatives K.C. Tomlinson, of Bensalem Township, and Joe Hogan, of Middletown Township, along with GOP State Sen. Frank Farry, of Langhorne Borough, and Democrat State Sen. Jimmy Dillon, of Philadelphia.

Under the new law, fines for street racing will increase from the current $250 to as much as $2,000 for each offense. Any subsequent violations will lead to the confiscation of the offender’s vehicle, marking a significant escalation in the battle against these illegal events.

Additionally, Act 103 introduces penalties for those organizing street races. Should these races result in serious injuries or fatalities, the organizers will now face third-degree felony charges.

“Illegal street racing has become an incredibly dangerous issue and needs to stop before more people or law enforcement officers are hurt or killed at these events,” said Farry. “As part of this new law, the organizer of these events will now be held accountable with penalties, and I think that is crucial in reducing the number of these incidents and keeping our communities safe.”

Reports of street racing have surged in recent years in various parts of the state, including Bensalem Township, Middletown Township, and Philadelphia. The street racing has sparking calls for more stringent legislative action.
