If Bristol Borough is able to obtain a nearly $1 million grant, the municipality plans to realign Old Route 13 and create a new intersection.

Earlier this week, Bristol Borough approved an application to apply for state funds to complete the project.
Borough Manager Jim Dillon said the borough is seeking $979,000 in grant money for the Old Route 13 realignment project.
The realignment is being planned because the culvert that allows the Otter Creek to flow under Old Route 13 by the Dow Chemical facility needs work, according to Amanda Fuller, who works for the borough’s engineering firm Gilmore and Associates.

Dillon said the Pennsylvania Utility Commission and Bristol Township, which borders Bristol Borough at the creek, are telling the borough work to the culvert needs to be completed and it will cost “several hundred thousand dollars.”
The grant may “provide a way to get around it,” he said.

Fuller explained that the culvert appears to be owned by Conrail, which has a rail line in the area, but they do not wish to maintain it. The company is reported to not wish to abandoned the rail line.

The borough aims to realign Old Route 13 to a new T-intersection before the Otter Creek. The existing intersection would be converted into a driveway for the Dow Chemical facility and the current roadway would be transformed into a walking trail.
Fuller said the new T-intersection would correct some traffic concerns that exist with the current intersection.

Bristol Borough Council President Ralph DiGuiseppe said the grant money would keep the project cost off the borough’s budget and would be a benefit.
