When PennDOT says “Keep Off Shoulder,” they mean it.
Since the Route 13 overhaul in Tullytown Borough, the southbound shoulder on Route 13 leading up to the intersection with Levittown Parkway has featured stipes and a sign urging people to keep off.

However, as anyone who often drives that stretch of roadway knows, drivers looking to turn into the Dunkin Donuts or turn right onto Levittown Parkway often use the shoulder as a turning lane.
PennDOT installed ground-mounted delineators (poles with reflectors) along the Route 13 shoulder.
Police said the delineators were installed to stop drivers from using the shoulder as a turning lane.
