Second ‘Monument’ Billboard Planned For Middletown

A new monument-style advertising billboard is coming to a busy intersection in Middletown Township.

The Board of Supervisors approved a lease agreement 3-2 last week with Cumberland County-based Premier Media to use a small piece of township property to build the one-sided advertising screen that will be operated by the company. Supervisors Amy Strouse and Anna Payne voted against the lease agreement.

The 300-square-foot electronic billboard from Premier Media is planned for the sliver piece of municipal property at the corner of East Lincoln Highway and South Flowers Mill Road outside of Fred Beans Hyundai of Langhorne and across the street from Brian’s Harley-Davidson.

The township signed a 25-year lease for the small portion of township property. The deal will bring in $1,000 per month until construction of the billboard is complete or until 24 months passes, a $19,000 per year payment for the first five years with a 12.5 percent increase every five years, and an escrow fund for landscaping of the site, according to Township Solicitor James Esposito.

In response to a question from Supervisor Tom Tosti, Esposito said Premier Media told the township if they did not grant the lease of their land they would just go across the street to Brian’s Harley-Davidson to lease their land.

Middletown Township has only three spots where large monument-style billboards can be placed. Two locations exist at the corner of corner of East Lincoln Highway and South Flowers Mill Road and the other is presently occupied by the infamous Middletown Monument electronic billboard at the corner of East Lincoln Highway and Oxford Valley Road.

The Middletown Monument is on private land and brings in no revenue outside taxes to the township.

The new billboard design is within the township’s zoning and does not need to move through land development, officials said.
