Middletown Township is looking to reduce expenses by offering an early retirement incentive.

The Board of Supervisors voted 5-0 Monday to approve the non-uniform employee early retirement incentive, the first in the township since 2014.

According to the approved ordinance, the incentive would be open to non-uniformed workers who are 60 years of age or older and have 10 years with the township. A decision must be made by July 13 and the employees’ last day would have to be over the following month.

The incentive would be a $20,000 payment or one full year of the retiree’s current health insurance after retirement from the township.

Township Manager Stephanie Teoli Kuhls said 16 current employees are eligible for the plan.

If a single department has too many early retirements where it could impact operations, a caveat to the plan could be made so operations are not impacted, Teoli Kuhls said.

The ordinance would mean the township could not hire replacements for the positions until the pandemic ends.

The township manager said the pandemic has raised worry of “potential significant revenue reductions” and early retirements would mean savings in 2020 and 2021.

The last round of early retirements with an incentive in 2014 led to cost savings, Teoli Kuhls said.
