A homeless man has been arrested after Bucks County Rangers found him partly naked and one witness said he was masturbating.
Rangers were called to the county-owned woods near the Oxford Valley Pool for a man who was naked Sunday afternoon. Upon arrival, three rangers found Richard Neil Longo II, 46, partly in the wooded area, according to court papers.

Two witnesses told a ranger they saw Longo naked and one further stated they watched the 46-year-old man masturbating, authorities said.
While investigating the incident, Longo was spotted with a black tablet and a cell phone. The phone was connected to the tablet by a cord and Longo said he was watching porn while in the woods, rangers said.
Longo told rangers that he often stays at a hotel in Fairless Hills.
