Fire crews used rescue equipment to cut away pieces of one of the vehicles to allow one of the injured drivers more room to leave his vehicle, Penndel Fire Company Chief Chuck Fox said.
The Penndel-Middletown Emergency Squad and Bucks County Rescue Squad took those with non-life-threatening injuries to the hospital.
PennDOT crews were doing work in the area of the crash shortly before it happened.
