Police reported in an affidavit of probable cause that on November 13, they observed a green impala with heavy window tinting near the intersection of Woodbourne and Trenton roads. When police initiated a traffic stop they reported that theย passenger of the vehicle, identified as Sutton, moved to his left side and dropped his shoulder, appearing to be hiding something under his seat.

When the officer informed Jackson that any window tinting under 70 percent was a vehicle code violation, he noted that he smelled the odor of raw marijuana coming from the vehicle, police said. Court documents show that a packet of rolling papers were found in the center console’s cup holder.

A search of the vehicle produced a bundle of heroin under both the drivers and passengers seats. Bags containing marijuana residue were found in both Jackson and Sutton’s pockets, according to court documents.

When asked if he had anything else on his person, Jackson responded that he had a “bundle down his pants”. A bundle of 10 white wax folds sealed with scotch tape, and $880 in cash were found.

The tint measured on the vehicle stopped measured between 17 and 18 percent.
