The contract for the $15,8000 project was reportedly signed in late June. The $7,900 check was turned over around that time, police said.
The work was supposed to start not long after the contract was signed, but Drugatz kept pushing the work back. The Middletown homeowner contacted police in September, court papers say.
The 60 year old contractor told a police investigator he cashed the check and could not pay the money back. Drugatz blamed “personal problems” on the delays in the work, court papers say.
