A Newtown man was charged this week in a August incident where he is accused of letting it all hang out inside a popular retail store.
A woman told police that Richard Loeffler, 55, turned and his shorts, which she says were “way up high,” exposed his semi-erect penis and his testicles. The woman said the incident happened in early August inside the Fairless Hills BJ’s Wholesale Club as she was shopping near the protein bar aisle, according to police.

The woman is noted in court papers as saying Loeffler appeared to be intentionally facing her.
The woman met up with a friend she had in the store and reported the incident to BJ’s employees, who located Loeffler and escorted him outside, police said. He was allowed to go back in the store to purchase items and a manager used his membership card to identify him.
Police reviewed security camera footage from the store. According to court papers, “Loeffler appears to be rubbing his genital area as he walks throughout the area of the protein bar aisle.”

An asset protection manager said he saw Loeffler with his exposed privates facing an elderly woman, police said. The manager also told the 55-year-old, ” you can’t be doing that in the store.”
“It was apparent that he intentionally arraigned them (his shorts) to expose his genitals, as supported by the fact that while defendant observed them approaching he reached toward his waist and pulled his short’s leg back down before turning to walk away,” a affidavit of probable cause filed by police said.

Loeffler said to police after the incident that he thought he was kicked out of the store because of an alleged argument with another customer.
Store employees told police Loeffler appeared “very nervous and scared” once they encountered him.
The woman who reported the incident to police said she alerted them a few days after because she was “wresting with her dissatisfaction of the fact that BJ”s Wholesale Club representatives did not call police” and she feared others may have had a similar experience with Loeffler, according court documents.

Loeffler was charged via mail summons with indecent exposure, open lewdness and disorderly conduct. He will have a preliminary hearing before District Judge Jan Vislosky on November 19.
