President Barack Obama signed a proclamation yesterday ordering flags to be lowered at half -staff in honor in honor of the victims at a shooting at the Washington Navy Yard.
The proclamation applies to all public grounds, military posts and naval vessels, plus U.S. embassies and outposts overseas and says lowered flags should stay that way until sunset Friday.

Thirteen people were killed Monday when a former Navy man, authorities say, launched an attack inside the heavily secured building at the Navy Yard where 13 people were killed including the gunman.
