Inmates At County Jail Charged With Having Contraband

Two inmates at the Bucks County Correctional Facility are facing felony contraband charges after investigators alleged they separately attempted to possess or conceal Suboxone-related narcotics inside the jail earlier this year.

Anthony J. Tarpeh, 35, of Doylestown and formerly Philadelphia, and Leland Leonard, 20, of Doylestown and formerly Fairless Hills, were each charged in unrelated incidents involving alleged possession of buprenorphine and naloxone, a Schedule III controlled substance commonly associated with Suboxone, according to criminal complaints filed recently.

In Tarpehโ€™s case, Bucks County Department of Corrections investigators alleged authorities discovered folded brown paper wrapped in plastic concealed near the waistband area of his sweatpants during an unclothed body search after he arrived at the correctional facility on March 6.

According to the affidavit, investigators alleged the material contained six strips of paper and an orange film later identified through laboratory analysis as buprenorphine and naloxone.

Authorities charged Tarpeh with felony contraband and drug possession offenses.

Leonard was charged in a separate investigation after corrections officers allegedly located three orange strips wrapped in paper and concealed inside part of a nitrile glove in his cell on March 14.

Investigators said laboratory testing later identified the substance as buprenorphine and naloxone. Leonard was charged with contraband, possession of a controlled substance and possession of drug paraphernalia.

Both cases were investigated by members of the Bucks County Department of Corrections and the Bucks County Detectives’ Drug Task Force.
