
The Bristol Township Planning Commission has recommended approval for a new residential development in Croydon.

New Horizon Property Management Inc. proposes to consolidate two existing vacant parcels, which total approximately 56,000 square feet and zoned R3, then subdivide them into seven residential lots. The plans call for seven single-family detached homes at 1020 Anne Street.
“Currently, the site consists of two parcels,” said Mike Meginniss, attorney for New Horizon Property Management. “The parcels are zoned in the R3 district. In the aggregate, they total approximately 56,000 square feet.”
Three homes will be accessed from Anne Street, with the remaining four accessible from Emily Avenue.

Most lots will range from 5,800 to 6,900 square feet, except for Lot 7, which is larger due to being in a floodplain.
The development plan featured a stormwater management system, including an infiltration trench along the rear and side yards of some parcels.

A key issue discussed during the meeting was the development of Lot 7, which requires additional approvals from the Pennsylvania Department of Environmental Protection (DEP) due to its location in a floodplain, Meginniss said.
Meginniss told the planners that the developer will continue to collaborate with the township and DEP.
“Our project engineer is going to continue to work with the township through the rest of the approval process and navigating anything that has to be navigated with DEP,” he said.

New Horizon Property Management requested seven waivers, including relief from installing sidewalks and curbing along Emily Avenue and Anne Street, citing the lack of existing sidewalks in the area. Other waiver requests included simultaneous preliminary and final development approval, permission for minor grading within five feet of property lines, and modifications to plan scale requirements.
Meginniss confirmed that all work would remain within property boundaries despite the grading waiver.

A homeowners association will be formed to maintain the stormwater management facilities, with no separate parcel owned by the association, Meginniss said.
“There will be an association that’s formed so that if there are ever any issues with the stormwater management facilities that are installed, there will be an association that’s funded that has the responsibility to maintain those,” Meginniss said.

The Planning Commission’s recommendation for the residential development now moves to the Bristol Township Council for final consideration.
In other business, the Bristol Township Planning Commission unanimously approved a sketch plan for East Coast Propane to construct a new 3,000-square-foot industrial building at 59 Runway Road. The building is intended for storage of vehicles and propane tanks on the light manufacturing-zoned property, which received a special exception in 2017 for fuel storage and distribution.

The plan involves removing an existing shed and storage containers.
The site is currently covered in compacted stone, and the new building will not increase impervious coverage.
The proposal includes three paved parking spaces, one ADA-accessible, near the building, with the remainder of the site remaining stone.

The commission approved several waivers for East Coast Propane, including relief from requirements for sidewalks, curbing, and street trees along the property frontage.
The sketch plan will also go to the township council for review.
