Middletown Property Owners To Receive New Stormwater Fee Bills

Middletown Township property owners will begin receiving bills as soon as this week for a newly implemented stormwater impact fee, officials said in a statement.

The Middletown Township Board of Supervisors approved the fee late last year to generate funding for maintenance and upgrades to the township’s stormwater infrastructure.

Residential property owners will be assessed a flat annual fee of $60. Non-residential properties, including commercial and multi-family buildings, will be charged based on their impervious surface area, with a maximum annual fee of $6,000 per parcel.

Payments are due by Dec. 31 and will be collected by Berkheimer. Property owners can pay online or via mail.

The fee’s adoption in December 2024 followed recommendations from a resident-led Stormwater Advisory Committee. The committee identified a need for over $1.7 million annually to address issues such as flooding, aging infrastructure, and environmental compliance requirements.

According to the township, funds raised through the new fee will be dedicated to projects like culvert replacements and drainage improvements.

More than $9 million in infrastructure investments are planned through 2029.

Several projects are slated for 2025 using the new funds, including the second phase of drainage improvements in the Langhorne Gables neighborhood.

The supervisors authorized the advertisement of bid specifications for this project in February, with construction expected to be completed by the end of the year. The upgrades are to improve stormwater flow and mitigate neighborhood flooding.

Another key project for 2025 involves the replacement of a culvert on Reetz Avenue, a residential street located between Hulmeville Borough and I-295. The project will reinforce the culvert with a concrete lining and repair the surrounding embankment. Officials expect the project’s completion by the end of the year, which will enhance long-term roadway stability and reduce ongoing maintenance costs.
