Middletown Township is moving forward with a stormwater pipelining project that is looking to repair deteriorating pipes without extensive excavation.

The Middletown Township Board of Supervisors authorized the advertisement for bids in October.
Township Engineer Isaac Kessler presented the project to the board and explained that pipelining is a cost-effective method to restore stormwater pipes without the need for open-cut replacement.
“This is a method and procedure that allows you to line the inside of the pipe as long as you can access it from both ends,” Kessler said. “They’re able to basically restore the inside, give it additional life, and not have to cut through the ground to get there.”

The project targets locations where traditional excavation would be problematic due to utility conflicts or private property concerns.
Kessler stated that the bidding structure will allow flexibility in determining the scope of work.

“The way we are looking to bid it is to have one listed as the base bid, all the other ones as alternates, which will allow the township to consider, once the bid pricing comes in, how it would best fit in budget planning,” he explained.
While there isn’t a specific budget line item for pipelining, the project falls under emergency repairs and stormwater maintenance allocations.
The township is looking to carry out the work in 2025 if funding is available, officials said.

Supervisor Dawn Quirple inquired about how long the pipelining would last.
Kessler assured the supervisors that the pipelining method has a proven track record.

“This puts a basically a resin liner inside, makes it pretty much like a new pipe on the inside. Should give you decades more life on the pipe that you’re repairing,” Kessler said.
The engineer confirmed that the targeted pipes are appropriately sized for current stormwater needs, addressing concerns about capacity issues.
