The letter was circulated on social media earlier this month. A copy of the letter was provided anonymously to a reporter shortly after it appeared online.

LevittownNow.com has been working to verify the claims in the letter and obtain more information on it. This news organization has confirmed the letter was provided to officials and several people after it penned by Webb, a patrolman in Bristol Borough since 1999.

The source of who disseminated the letter on social media and the claims within it are unconfirmed.

The Bucks County District Attorney’s Office told LevittownNow.com they were aware of the letter.

The borough manager did not comment and chief referred comment to the mayor.

Bristol Borough Mayor Ralph DiGuiseppe III said he was awaiting more information from the district attorney’s office on the letter.

According to Webb’s letter, there have been incidents of harassment of people in the borough and also a sexual assault of a woman who was taken into custody.

Expressing concern for the safety of these witnesses, Webb wrote that he hesitated to release the information earlier, fearing potential retribution against himself and others in the town.

The undated letter raises serious allegations against Moors. The letter suggests a pattern of abuse, harassment, and intimidation by the chief, a longtime borough officer. It also said a fellow officer had harassed a man in town.

Webb’s letter describes an alleged incident where the chief coerced a Bristol Borough woman into a police vehicle and threatened her with arrest if she did not comply with sexual demands.

The woman, who has had past run-ins with Lower Bucks County police, later posted to a Bristol Borough community group on social media, in a post seen by this news organization, that the claim in Webb’s letter was “absolutely true.” She also claimed to have reported the incident to the district attorney’s office and that she was harassed after.

Webb also claimed that he had submitted a written account from a Bristol Borough woman who reported she was “threatened and intimidated” by Moors into supporting a candidate for council who had pledged support for Moors’ bid to be a chief.

The letter from Webb also makes allegations that Moors pushed a fire chief during a meeting and that firefighters were subsequently harassed and ticketed for several months. He said the harassment only stopped after a lawyer became involved.

Webb concludes the letter by recounting his own experience of being threatened by Moors with a workplace harassment complaint and that he was explicitly forbidden from further communication with a borough administrative staff member. He was instructed to channel all future communication through his sergeant.

“I submit this report with a heavy heart. I love my job and for over 20 years I have served my community with my brothers and sisters in blue. Many times, I have had to do things that were unpleasant, but the truth must be told, and the citizens of Bristol Borough need to be protected,” Webb wrote.

Webb filed a federal lawsuit in 2011 claiming he was retaliated against by fellow officers and borough officials after he failed to change his story about a fellow borough officer who sexually assaulted a woman. He settled with the borough in 2014 and was paid $440,000.

Moors became Bristol Borough’s chief in 2022. He is well-regarded around town and has been a member of the police department for more than 30 years.
