High School Substitute Teacher Accused Of Inappropriate Comments, Certification Suspended

A Wildwood, New Jersey man who previously lived in Warrington Township has been charged for alleged inappropriate conduct that happened during his time as a substitute teacher at Neshaminy High School.

Christopher A. Rogalski, 55, is awaiting trial for corruption of minors and disorderly conduct. The trail is set for May at the Justice Center before Bucks County Court of Common Pleas President Judge Wallace Bateman.

LevittownNow.com learned of Rogalski’s case recently thanks to several tips from Neshaminy parents. The parents discovered the teacher had his certification suspended due to the charges, which were made public by the Pennsylvania Department of Education.

According to court papers reviewed by this news organization, a student at Neshaminy High School in Middletown alerted a teacher and her mother last year that she was being harassed by Rogalski, who made “inappropriate comments” to her. She reported being frightened and upset by the comments.

Rogalski served as the girl’s substitute teacher in early March 2022 and seemed to pay extra attention to the female student. At the end of one class, he gave her a Hershey Kiss and said: “here’s a kiss for flirting with me,” according to court papers.

Police said Rogalski would show up at the girl’s locker and made casual conversation between classes. He also offered to tutor her if she needed assistance, police said.

Later in March, Rogalski served as a fill-in for the girl’s teacher again and reportedly kept looking at her and walking near her in the classroom.

In early April, Rogalski told the girl he was leaving Neshaminy for another job. He suggested they should stay in touch, police said.

The next day as school was ending, Rogalski approached the girl at her locker and handed her a note with his contact information and a Zoom meeting link, police said.

“No sexting, though,” he allegedly said to the girl with a laugh.

The girl, at that point, turned the note over to another teacher, who reported the incident to administration, police said.

The school resource officer wrote in court papers he knew Rogalski did not have access to student information, including locker location. He checked Rogalski’s assignments at the high school and then reviewed security camera footage.

Rogalski, according to the officer, appeared to go out of his way to be near the girl’s classroom.

Rogalski was assigned to Neshaminy High School and worked with substitute teacher contractor Education Staffing Solutions. He was certified by the state to teach from pre-kindergarten to 12th grade.

“He allegedly targeted a minor student with escalating forms of inappropriate contact, including making sexual innuendos, lurking outside of her classroom without any valid purpose, and giving her his personal contact information, ostensibly for the purpose of establishing an inappropriate personal relationship with her,” the state education department said in their reasoning for his certification being taken away in February of this year.

John Fioravanti Jr., Rogalski’s attorney, said he didn’t have comment on his client’s case.

The Neshaminy School District did not comment.

A request for comment was left with Education Staffing Solutions.
