Before a crowd of thousands outside the East Wing of the Pennsylvania Capitol in Harrisburg, newly-sworn in Gov. Josh Shapiro and Lt. Gov. Austin Davis celebrated.
The two Democrats from opposite ends of the state began their terms at the state’s top executives.
