A man is facing charges after striking a woman and her baby along Route 13 with his vehicle. The woman who was hit is also facing charges, according to court documents.
Brian Leroy Carter, who turned 56 this week, of Bristol Township’s Croydon section, was charged via summons Wednesday with DUI and three summary traffic offenses.

The crash happened Saturday, August 21 on Route 13 in the area of 2nd Avenue in Bristol Borough around 8 p.m.
Carter, according to police, struck a mother and her 16-month-old child who was in a stroller as they crossed the busy roadway.
Officers reported the mother had “heavy trauma” to her head and body. The baby was breathing but not responsive to outside movement.

Carter stopped his vehicle, a 2015 Nissan Rogue, near the scene, police said.
Due to the serious nature of the crash, Bristol Borough police requested assistance from a countywide crash investigation team. Borough officers were assisted by a Bucks County Ranger and officers from Middletown Township and Warrington Township.

Carter voluntarily provided blood samples and was discovered to have a .084 blood alcohol concentration shortly after the crash, police said. The legal limit for driving with alcohol in a person’s system is .08.
Further investigation determined the Nissan was traveling at around 60 MPH in a 40 MPH zone. It was also confirmed the mother with the baby did not activate the crosswalk warning lights in the area where she was crossing Route 13, police said.
The mother who was injured – identified as Kelly Ann Lewis, 38, of Bristol Borough – was taken to Jefferson Torresdale Hospital in Philadelphia for treatment of her serious injuries. The baby was transported to St. Christopher’s Hospital for Children as a “severe trauma” patient, police said.

Police said hospital staff reported finding suspected heroin with Lewis’ clothes after she was taken for treatment.
Police said they found suspected drug bags stamped with “Rick Flair,” “White Face,” “Jokers Wild,” and “Trust Me” that belonged to Lewis.

Some the bags reportedly found on Lewis tested positive at a lab this month for acetylfentanyl, benzyl fentanyl, fentanyl, heroin, and methamphetamine.
Lewis, who was released from the hospital along with the baby, was charged this week via summons with possession of a controlled substance and use/possession of drug paraphernalia.
