Sex Offender Awaiting Trial Facing New Charges

A registered sex offender awaiting trial for corruption of a minor and indecent exposure charges is facing new problems.

James Anthony Devlin, 56, who is homeless but recent lived in Falls Township and Middletown Township, was arraigned last week by District Judge John Kelly on charges of failure to comply with registration of sexual offender requirements, verify address or be photographed as required, and unauthorized use of a motor vehicle.

In early September, Middletown Township police learned that Devlin was living in an apartment with a woman in Middletown Township’s Levittown section and was not complying with Megan’s Law address listing requirements.

In August, Devlin moved out of the apartment and took a 1995 Ford work van that did not belong to him, police said.

Township investigators contacted state police and confirmed Devlin was a registered sex offender for a 2011 indecency with a child conviction, according to court papers and Megan’s Law records.

It was confirmed that Devlin did not change his address as required by Megan’s Law for sex offenders, police said.

Police learned through the Bucks County Sheriff’s Office that Devlin was not living at an address in Falls Township’s Morrisville section in late summer, but he may have been living out of the van at an unknown location.

At the time of his arrest last week, Devlin was out on bail awaiting a trial set for next week on charges of corruption of minors and indecent exposure and failure to provide accurate registration information that were filed by Falls Township police relating to alleged incidents in 2019.

On the latest charges, Devlin was in the Bucks County Correctional Facility on 10 percent of $125,000 bail as of Thursday morning.
