The new building and zoning director for Middletown Township took over the position on the last day the Municipal Complex was open on Friday, March 13.
New Building and Zoning Director Pat Ennis started as the COVID-19 pandemic forced the closure of the township’s office. He came into the job with a few weeks of training by outgoing Building and Zoning Director Pat Duffy, who retired after 33 years as an engineer.

In the time since, township officials said at the Board of Supervisors meeting earlier this month that he has done a good job filling the job.
Ennis comes from the private sector and is a trained engineer who is an expert in stormwater and floodplains, Township Manager Stephanie Teoli Kuhls said.
“We’re really fortunate Pat is with us to lead the building and zoning department,” she said of Ennis.

Ennis is a lifelong Lower Bucks County resident who was raised in Bristol Borough. He is dad and a husband.
Ennis’ department has been working remotely and has begun to shift back into the office. The staff continues to accept documents via mail. They also are continuing to review permits, while conducting new construction, outdoor, and unoccupied structure inspections, he told the Supervisors in early May.

Duffy, the previous building and zoning director, worked for the township since 2012 and served for five years as the director.
The Supervisors in early March recognized Duffy for his service to the township. State representatives Frank Farry, Tina Davis, and John Galloway and State Sen. Tommy Tomlinson supported citations for his service over the years, and Congressman Brian Fitzpatrick’s office presented him with a flag that flew over the U.S. Capitol in Washington D.C.
Kuhls said Duffy was her first hire after taking the job. She lauded him as a problem solver who looked out for the residents and businesses.
