The Middletown Board of Supervisors voted to approve a 2020 budget with no tax increase.
The Supervisors unanimously passed the $34,986,715 spending plan on Monday that will cover the bills and invest in infrastructure.

The township’s property tax rate of 17.57 mills, which equals about $515 per the average homeowner, will remain the same. Middletown will continue to collect their .5 percent earned income tax (EIT).
The township plans to invest $6.6 million in upgrades to the public meeting hall, new broadcasting equipment, a key card system upgrade, a new emergency management pickup truck, new technology systems and desktop computers, upgrades to multiple parks, new Taser units for police, a police drone, new bullet-proof vests, new vehicles for the public works and police departments, storm sewer and drainage improvements, road repaving and intersection upgrades.
Some of the capital projects will be funded by grant money.

Middletown, which presently employs 113 full-time, 28 regular part-time, and 76 seasonal workers, expects to see pension costs rise in 2020.
EIT revenue is expected to even out and bring in $7.9 million in 2020. The number marks a slight decrease from 2019, which is mainly due to delinquent taxes that have been paid over the past few years.
“Although the proposed General Fund is balanced with $21,824,000 in revenues and $21,805,600 in expenditures, forecasts show that contractual obligations will begin to outpace anticipated revenues in the coming years. The Board of Supervisors and staff should continue to closely monitor revenues and expenditures on a monthly, quarterly and annual basis,” Township Manager Stephanie Teoli Kuhls wrote in the annual budget overview.

The township will bring in revenue from its more than $40 million investment fund that was created when the water and sewer system was sold a number of years ago. In 2020, the township has listed a “conservative” projection of $875,000 in revenue.
