A 56-year-old Falls Township man is accused of exposing himself in his neighborhood.
Scott Ronald Arthur was charged last week via summons with indecent exposure and open lewdness.

On Tuesday, April 9 around noon, police were called to the 6200 block of Foster Drive in the Morrisville section of Falls Township for a report of a neighbor looking at the caller’s home and “touching” himself while watching his wife, according to court papers.
An officer and detective arrived on the scene in the Pennwood Crossing mobile home community and talked to the caller, who translated for the woman who saw the neighbor allegedly touching himself, police said.
The woman told investigators she saw her neighbor of two years from the window by her kitchen sink. She reportedly said he appeared to be masturbating while he was fully naked.

Police said they were told the curtains were fully open.
Investigators said they went to Arthur’s mobile home and noticed an odor of marijuana. The 56 year old provided a Pennsylvania medical marijuana card and stated he had just smoked.
Arthur allegedly told police nothing of interest had happened within the past 15 to 20 minutes.

Arthur, according to court papers, told police he sleeps “butt naked” and thought he put on underwear once he got up from bed.
“Arthur was not certain if he truly had his underwear on or not when he opened the window,” police wrote.
The 56 year old man also told investigators he may have adjusted his genital area but did not take notice of the occurrence. He further reported he was incapable of masturbating, but he did not state why.

Investigators said they went and talked with the woman who alleged he was masturbating and she affirmed he was masturbating. The woman ended up becoming emotional.
