A Philadelphia man was arrested last week after being pulled over in Penndel.
Andrew V. Odoms, 31, was stopped at about 2:20 a.m. last Thursday after he appeared to be driving while under the influence of a substance, police said.

An officer noted Odoms appeared to be confused and disoriented. He was also was reportedly having difficulty following simple directions.
The black Honda Accord Odoms was driving was reported stolen out of Philadelphia, police said.
In searching the car, police found a vial with a clear liquid and tobacco leaves inside. It was suspected the vial contained “wet” or “PCP,” police wrote in court papers.

Odoms was transported to St. Mary’s Medical Center in Middletown, where he refused to allow officers to draw blood multiple times, police said.
The paraphernalia inside the car was transported to the lab for testing.

Odoms was charged with a third degree felony of receiving stolen property, misdemeanors including use of drug paraphernalia, driving under the influence, possession of a controlled substance and an unauthorized use of a motor vehicle. He was also charged with a summary charge of failure to stop at a stop light. He was arraigned by on-call District Judge Maggie Snow and sent to Bucks County prison on 10 percent of $25,000.
