Middletown police officers have charged an area man after a simple traffic stop for heavy window tinting turned into an alleged altercation.

On May 1 shortly before 1:30 a.m. a Middletown officer was monitoring traffic along East Lincoln Highway near the I-95 ramps when he observed a dark colored pickup truck with the driver’s side window 3/4 of the way up with dark black window tinting which officers said prohibited them from seeing the driver or into the vehicle, according to court papers.

When the patrolman initiated a traffic stop, he recorded in court documents that he was immediately met with opposition. Dungan, the driver, first blocked traffic by stopping his vehicle in a lane of travel, and then after moving his vehicle, rolled down his window, stuck his phone out and began recording the officer before arguing with the officer that his window had been down prior to the stop, police said.

Dungan, according to police, then told officers he didn’t have identification on him and that he had called his wife earlier to meet him and bring the documents. Dungan then informed officers that he his license was taken away in 1984 due to a DUI.

During a computer search by police, Dungan came back wanted out of Delaware for failure to appear for a violation of probation.

Court documents state that Dungan resisted arrest and multiple officers had to physically restrain him and put him in the rear of his truck to gain control and hand cuff him.

During a search of Dungan’s person, officers found a purple and black small pipe that emitted the odor of burnt marijuana. A search of Dungan’s wallet led to officers finding a small plastic baggie containing suspected crystal meth, police said.

While at police headquarters, officers noted that Dungan refused to be processed and advised officers he would not allow them to fingerprint him.

Dungan was remanded to the Bucks County Correctional Facility on 10 percent of $50,000 bail.
