Pennsylvania State Police have charged a Delaware County man with 109 counts of tampering with public records and 41 counts of forgery.
The charges stem from an investigation that found Richard Rhoades, 57, submitted dozens of fraudulent applications to PennDOT for the purpose of gaining inspection and emission inspection licenses, state police allege.

Authorities listed Pennco Tech in Bristol and PennDOT as the two victims of the alleged scheme.
Rhoades was arrested earlier this week and arraigned before District Judge Robert Roth. He was sent to Bucks County prison on 10 percent of $10,000 bail and will have a preliminary hearing before District Judge Frank W. Peranteau Sr. nest month.
