It is important for the Board to hear your comments on this part of the facilities plan. Through consolidation of elementary buildings we will not only reap yearly savings to reinvest back into the school district but secure our future in regards to our building operations. This will allow us to improve our education delivery and programming. For example, one of these areas is in sharing specialists. We currently share specialists across 8 elementary buildings. When this plan is completed we will have 6 elementary buildings operating more efficiently for our students needs.

It is the intention of the Board to finance these projects by a restructure of our current debt. These funds will be raised WITHOUT any INCREASE to your yearly school tax bill.

1.The district will refinance our 2006 bonds taking out $52M for construction and modernization.
2. The district will refinance approximately $30M of existing bonds at todays lower interest rates resulting in $52M in new capitol while keeping our payments budget neutral.
3. The savings from consolidation will benefit our entire district by creating $1.5M in building savings from operations yearly. Over 20 years that is $30 Million in savings.
4. Staff savings could range from $400k – $800k per year depending on the final approach. That would allow for a minimum of $1.9 million dollars in savings every year from the building consolidation.
Over 20 years that is $8 million more for a total of $38 million in savings.
5. All schools will have security entry vestibules added for our children’s safety.
6. The district is avoiding the capital outlay of approximately $30 Million dollars by closing three buildings.
7. The interest rate for the restructured bond will be around 4.19%. (Historically Low Rates)

The Tawanka Project and the recently approved GESA Act 39 Renovations Phase 1 at Carl Sandburg Middle School, Albert Schweitzer Elementary School and Herbert Hoover Elementary Schools will be funded thru this new bond restructuring as well as our capital projects fund.

The additional GESA Renovations Projects are planned in Phase 2 and Phase 3. Phase 2 is for Poquessing Middle School and Joseph Federbar Elementary School during Summer 2016.

Phase 3 will include Maple Point Middle School and Walter Miller Elementary School during Summer 2017.
