An affidavit of probable cause states Swann ran after an officer approached him on Madison Avenue following the theft report. The officer ordered the 19-year-old to stop but he did not, police said.
Swann allegedly ran through the snow and ice to allude officers. Police said he ran between buildings, vehicles and landscaping in his attempt to flee.
Additional officers arrived and Swann still refused to stop. He was eventually arrested and a change purse reported stolen from a vehicle on Trenton Road was found in his possession, according to court papers.
