State Police: Sex Offender Fails to Note New Address, Workplace

A convicted sex offender was arrested this week on charges that he did not inform Pennsylvania State Police he had moved from Middletown to Falls.

Daniel Howarth, 39, is charged with two counts of failure to provide accurate registration information and a single count of failure to verify address and be photographed.

Information that Howarth had moved was provided to the state police, who handle Megan’s Law records, by a Falls detective who learned Howarth was living in the township since August. Offenders are required under Megan’s Law to report address and work changes within three days of the change happening.

Authorities investigated and confirmed that Horwarth was no longer living in Middletown and was residing in Falls Township’s Fairless Hills section. They also discovered he did not inform them of his work address in New Jersey.

Howarth is listed as a Tier 1 offender. That means he has to register his information annually with the state police. Tier 1 is the lowest classification in the Megan’s Law program.

The 39-year-old was convicted in 2002 of incident acts. In 2004, he was added to the Megan’s Law registry for his previous conviction.

Howarth was arraigned before on-call District Judge Joseph Falcone  and sent to Bucks County prison on 10 percent of $20,000 bail.
