Following an investigation, police charged Paul Williamson, 63, of the Fairless Hills section of the township, with one felony count of indecent assault on a person under the age of 13. Williamson plead guilty in 1991 to indecent assault on a teenage boy.
The contact with the 9-year-old boy began months after his mother moved to the Fairless Hills neighborhood in late 2012 and escalated to Williamson poking, tickling, play fighting, putting his arm around the boy and rubbing his leg, police said. The 63-year-old added that saw the boy’s genitals while he wore low hanging and sagging shorts, according to authorities.
Williamson told police while his contact with the boy began “innocently” he realized the more time he spent with the boy he saw the potential for something “sexual happening.”

When Williamson became aroused, he “would get up and stop, go do the dishes or mow the lawn,” according to court papers.
The boy’s mother told police she often let her young son do chores for Williamson, and the boy would go to the man’s trailer multiple time a day. On one occasion, the mother said Williamson watched her son for four hours while she was at work, police said.

Williamson also bought the boy several gifts, police said.
The father of the boy, who lives in Philadelphia and splits custody with the mother, said he noticed Williamson sent his 9-year-old son text messages that were “concerning,” according to court documents. Police said the boy’s father said the text messages often contained a combination of letters, numbers and symbols to create a response.
According to police, Williamson told an investigators that upon his release from prison he took part in therapy for sex offenders and continued the treatment past his parole date in 2002. Williamson is quoted in court papers as saying the treatment was “extremely beneficial” but became too costly to keep up.

The 63-year-old said he wished he would have kept going to the therapy because he was still attracted to underaged males, police said.
Williamson also told police about his daily regimen, which was to “dispel any urges throughout the day,” of watching pornography and masturbating. Police said the 63-year-old said had mostly pornography featuring adult stars, however, he said he did have some featuring “naked kids swimming and stuff.”

Williamson said he not longer spent time with the boy because he realized he needed to stop having contact with the boy because he feared it may lead to him committing “some unlawful sex act,” police said.
Williamson was arraigned Monday and sent to county jail on 10 percent of $500,000 bail.
