

Maryland and Pennsylvania authorities have filed charges against members of a motorcycle club after a series of thefts.

Jermaine Holland, 53, and Jennifer M. Heist, 48, both of Glen Burnie, Maryland, and Craig Grinage, 36, of Owings Mills, Maryland, are charged with felony corrupt organizations, organized retail theft, and related offenses.
Pennsylvania Attorney General Dave Sunday said the charges come after a months-long investigation by his office’s Organized Retail Crime Section into members of the Maryland-based Guerilla Motorcycle Club, a chapter of the Wheels of Soul club.
The alleged crimes occurred between April 2 and July 20, 2025, across Bucks, Dauphin, Lehigh, Monroe, and York counties.

Law enforcement officials said the group used a similar scheme in several incidents – one member would enter a dealership to make a small purchase as a distraction while another stole a motorcycle from the lot.
On April 18, 2025, Holland and Heist are accused of stealing a 2019 motorcycle belonging to a customer at the Stars and Stripes Harley-Davidson on South Flowers Mill Road in Middletown Township.

Special agents from the attorney general’s office used security footage, automatic license plate readers, and cell phone data to place the defendants in the area at the time of the theft, according to court papers.
The same dealership was targeted again on June 25, 2025, when a $46,000 motorcycle was stolen.
Investigators said Heist purchased clothing items shortly before Holland fled with the bike as Heist trailed behind in a getaway vehicle.

Investigators in the Keystone State and the Ocean City (Maryland) Police Department developed suspects in the crimes. The suspects were linked to the wheels of Soul motorcycle club in Glen Burnie, Maryland, authorities said.
Ocean City police executed a search warrant on the clubhouse and did not locate any stolen motorcycles, authorities said.

According to authorities, Holland attempted to steal a customer’s motorcycle and pointed a handgun at the owner when they tried to intervene on July 20, 2025, at the Eisenhauer Harley-Davidson in Manchester Township, York County.
Holland then led police on a high-speed chase into Maryland before being apprehended, authorities said.

“This brazen and violent group made a big mistake coming into the commonwealth to commit crimes,” said Sunday, the attorney general. “With our law enforcement partners in Maryland, we have built cases that will put a stop to this pattern of lawlessness.”
Maryland authorities have filed similar theft charges against club members for crimes committed in that state, Sunday said.

The three defendants remain in custody in Maryland and await extradition to Pennsylvania for arraignment.
The Wheels of Soul Motorcycle Club was founded in Philadelphia in the late 1960s and chapters have criminal ties going back decades.
In 2011, an FBI investigation led to racketeering charges against members.

Last summer, hundreds of local, state, and federal law enforcement officials were involved in a large investigation into the club that led to 19 people charged and the execution of search warrants at multiple locations in Virginia and Philadelphia. The probe was related to a March 2021 shooting outside a Prince William County, Virginia, bar and hookah lounge that killed a Marine stationed at Quantico.
