Man Accused By Local Police Of Failing To Comply With Sex Offender Registration Requirements

A man has been accused by Falls Township police with failing to comply with the state’s sex offender registration requirements.

Neil Edward Rosenthal, 50, was charged this month with failure to verify address/be photographed. He was preliminarily arraigned by District Judge Jan Vislosky and released on $50,000 unsecured bail.

In March 2013, Rosenthal was convicted of attempted involuntary deviate sexual intercourse and attempted sexual assault in Philadelphia. As part of his sentencing, he was ordered to comply with Pennsylvania’s sex offender registration requirements, according to court papers.

Rosenthal signed the Pennsylvania State Police sexual offender registration Megan’s Law form on March 6, 2022 acknowledging that he “read and understood the requirements set forth in blocks 1 through 6” and “This verification is made subject to the penalties of 18 Pa C.S. 4904 and 4915.1 and 4915.2 (relating to unsworn falsification to authorities, and failure to comply with registration of sexual offenders requirements, respectively),” Falls Township police said in court papers.

The second section of the requirements stated that for offenders who are registered for an offense that occurred before December 20, 2012 must notify the Pennsylvania State Police within three business days of any change in residence, including starting to live in a home, adding an additional address, moving out of a previously registered residence, or becoming transient or homeless, police said.

On November 17, 2022, law enforcement officials conducted a compliance check on Rosenthal at his registered residence in Falls Township’s Fairless Hills section.

The current resident at the Fairless Hills address stated that Rosenthal has not lived at the home since May or June. He added he did not know where the defendant was currently residing and that the defendant did not have a phone, police said.

Further investigation revealed that the defendant had failed to register a change of residence with the Pennsylvania State Police, authorities said.

In early December, a woman reported Rosenthal was residing with her daughter in Philadelphia, police said.

Philadelphia Police Department officers had attempted to make contact with the defendant at this address but no one answered, police said.
