The Falls Township Board of Supervisors have denied liquor license transfer for a business’ plan to open a beer store with food in the former location of Levittown Beauty Academy in Vermillion Square at 8919 New Falls Road in Levittown.

The supervisors voted 3-1 Monday evening against business’ application with the Pennsylvania Liquor Control Board to transfer a liquor license from Bristol Township to Falls Township. Supervisor Erin Mullen was the lone yes vote, and Supervisor Jeff Boraski was absent.
3 Rivers Beer, which already has locations in Pittsburgh and Harrisburg with more in the works, planned to convert the space into a place for beer sales with quick-service, prepackaged food items and snacks and also a hub for local delivery of beer and prepackaged food.
Instead of table service for the food, prepared meals would be in coolers and cooked by customers in microwaves inside 3 Rivers Beer. There would be no restaurant-style kitchen for staff to cook or prepare meals in the location.

An attorney for 3 Rivers Beer said there would be seating for 30 customers and no bar service, but there would be a significant focus on delivery.
The location could be open from 7 a.m. until 2 a.m., which would conform with state laws for businesses with restaurant liquor licenses. The attorney for the business said those hours could be shorter depending on staffing.

Jeff Dence, the chairman of the Falls Township Board of Supervisors, said the plan doesn’t sound much like an eatery. He also noted it sounded “odd” to have additional place that sells alcohol in an area with several nearby bars.
3 Rivers Beer’s proposed location was just a door down from The Five Four Bar and Grill, which features a bar and full restaurant.
Joan Graves, a township resident, raised concern over parking and traffic in the area of the shopping center with another establishment featuring takeout food and beer.

Resident Toni Battiste said it sounded like 3 Rivers Beer is seeking to skirt the rules to create a takeout beer service.
