A Middletown man has been accused of rubbing his genitals on a teen’s feet.

Richard William Rubincam, 31, was arraigned recently on charges of criminal use of a communication facility, indecent assault on an unconscious person, indecent assault without assault, indecent assault on a person less than 16 years old, and corruption of minors. He was sent to the Bucks County Correctional Facility on 10 percent of $50,000.
A resident at a home in the Silver Lake at Newtown development in Middletown’s Langhorne section called police earlier this month for a report of an indecent assault. The caller reported seeing a video on Rubincam’s phone that showed him rubbing his genitals on the feet of a 14-year-old girl he knew, according to authorities.
The man who reported the incident to police confronted Rubincam and he said the 31-year-old told him he was sorry and “had a problem,” police said.

One video on Rubincam’s phone is reportedly more than two minutes long and shows the man rubbing his naked genitals on the teen’s feet while she was asleep, police said.
Police were investigating more alleged videos on Rubincam’s phone.

Rubincam was sent to the Bucks County Correctional Facility in lieu of 10 percent of $50,000 bail.
