Emergency Management Director Scott Forester said the Continuity of Operations Plan, also known as COOP, looks at the essential function of county government, staffing, vital systems and important records. It gives an overview of the “continuity of operations and government” in Bucks County if a major emergency arose.

The plan lays out how the county government would function in “another facility or another manner,” Forester said. He added that the COOP has instructions for succession of county leadership and departments.

The plan would “allow for government functions to continue,” Commissioner Chairman Robert Loughery said.
