Officers arrived to find the two on the roof the car and called for the rescue, police said.

The water two to three feet deep.

The 18-year-old drove around two large construction barrels that were to block traffic, according to police. They added the driver “chose to ignore” the barricades.

The 18-year-old will be cited via mail for a disregard of a traffic control device warning of a hazardous condition, police said.

The water receded around 7 a.m. and the car was towed from the roadway.
